Job Description:

POSITION OVERVIEW:

The Human Resources Administrator is responsible for providing efficient and confidential support to the Human Resources Department.

 

KNOWLEDGE:

Must have advanced computer knowledge in MS Office or Windows and the ability to learn new software or applications. Familiarity with EEO laws and prior experience within Human Resources.

 

RESPONSIBILITIES AND ESSENTIAL DUTIES:
  1. Provide administrative and analytical support to the Human Resources Department.

  2. Build and maintain organization charts.

  3. Build and maintain workforce plan/staffing schedules based upon budget forecast.

  4. Track hiring to budget forecast, including maintaining labor costs and headcount reports needed for quarterly reporting.

  5. Maintain D.O.T. covered employee lists and update the D.O.T. Drug and Alcohol Plans and summaries.

  6. Schedule interviews, coordinate travel arrangements and track all cost associated with recruiting.

  7. Process documentation for the hiring and employment process.

  8. Meet and greet any potential candidates during the interview process.

  9. Prepare and analyze weekly reports pertaining to the HR function.

  10. Compile and prepare PowerPoint slides.

  11. Coordinate the new hire process (offer authorizations, offer letter, new hire packets, background checks and pre-employment drug test screenings, including the required process and records for D.O.T. background checks.)

  12. Develop corporate forms for functional HR areas.

  13. May perform non-exempt recruiting and assist in recruitment activities as needed including traveling to job fairs.

  14. Coordinate and conduct new-hire orientation and process the paperwork associated with onboarding the new employee with Houston Benefits office.

  15. Set-up new hires within the LRN/Ethics and Compliance System and coordinate the list of new hires with Houston Legal Department.

  16. Coordinates and manages projects and events in support of organization development and human resources activity including recruitment training.

  17. May be required to travel over night for recruiting and training purposes.

QUALIFICATIONS (EDUCATION, EXPERIENCE AND SKILLS):
  1. Education and Certifications : High School Diploma or GED, and Certificate of Competency in typing with at least 60 WPM, 10-key by touch, MS Word, Access, Outlook and Excel office applications are required. Certification in Human Resources desired. Bachelor's Degree in Human Resources or related field (strongly preferred).

  2. Experience: At least 2 to 7 years of senior level administrative experience.

  3. Skills:

    • Must have strong and effective organizational skills.

    • Knowledge of document control and handling procedures and typical computer document management applications.

    • Excellent communication skills, both written and verbal, and strong interpersonal skills.

WORK CONDITIONS:
  • While performing the duties of this job, the employee is regularly required to sit, use hands/fingers, handle or feel objects, tools or controls, talk and hear. The employee is occasionally required to stand, walk, reach with hands and arms, climb or balance, stoop, kneel or crouch.

  • The employee must occasionally lift and or move up to 20 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
